Harry Istepanian is the Founder of the Iraq Climate Change Center (IC3+) in Washington, D.C., and an independent energy and water policy expert with more than 35 years of international experience in electricity sector reform, energy economics, climate policy, and infrastructure development. He holds bachelor's and master's degrees in electrical engineering and a master's degree in engineering management. He has published dozens of policy papers and analytical articles on Iraq's electricity sector, energy security, climate change, and water resources.
